Director, Police & Corrections Academy

Job Description

Grand Rapids Community College is approved by the Michigan Commission on Law Enforcement Standards (MCOLES) and Michigan Sheriffs Coordinator and Training Council (MSCTC) as a Pre-service Basic Training Program (PBTP). These programs prepare entry-level individuals with the cognitive and physical skills needed to sit for the Michigan Licensing exam.

The Police and Corrections Academy Director has the decision making and oversight for the day-to-day administration for the Corrections, Police Academies and customized training programs, academy student and adjunct recruitment, MCOLES testing, and accreditation for both academies. The Director reports to the Dean of the School of Business & Industry and works closely with the Criminal Justice Department Head. This position will also be assigned the ongoing responsibility to explore and develop for recommendation, college financial support, and implementation of new modalities for academy delivery, new training delivery locations. The director will lead the visioning, design, data analysis, assessment and implementation processes for program expansion and redesign with internal and external stakeholders to meet student and community needs.

Primary duties and responsibilities include the oversight and assessment of the effectiveness of the academy programs, ensure policies and practices are established and monitored, (especially related to “high risk” courses such as firearms, driving and tactical), and daily coordination with department leaders, faculty, Admissions and Enrollment, Financial Aid, Academic Advising and Workforce Training. These duties include academy annual budget planning and oversight, course scheduling, curriculum updates, conducting external advisory board meetings, accreditation reports and monitoring visits, planning, adjunct recruitment staffing, monitoring program outcomes and student applications, and reporting approved program activity to Grand Rapids Community College and MCOLES/MSCTC. This position will also research, identify, facilitate, purchase and recommend a variety of new equipment and technologies to increase student readiness for employment.

Additional duties include coordination and outreach activities, such as Criminal Justice week activities, open houses, MCOLES events and hosting events to bring new policing and correction practices to those already working in the field. This position is also responsible for budget management, expanded data collection, analysis and reporting to accreditation, State and Federal agencies.

ESSENTIAL FUNCTIONS

  • Oversees and assesses the complex day-to-day activities for the academies and for current and future academies, academy class locations, delivery modes, training centers, and advanced technology
  • Leader and continue to explore with Grand Rapids and local West Michigan municipalities the opportunities to meet community needs through expanded program offerings, academic design, customized training, and facility and training spaces (GRCC Public Safety Center) with college administration involvement and community partner stakeholders
  • Lead the visioning, design and implementation of new or updated curriculum for the academies and additional training opportunities for corrections and policing professionals. Continually assessing the impact on student success, the community and employers
  • Responsible for program budget, request, revenue opportunities and oversight
  • Monitoring regularly and making decisions that ensure program compliance, and sound administration of all academies
  • Assures compliance and leads work on policies and practices to ensure alignment with MCOLES/MSCTC standards and GRCC policies, practices, and procedures. Reviews and actively liaisons with campus leaders and department heads on processes, policy and practice changes for the academies
  • Ensures that student records for basic training programs are complete, current, and available as required by MCOLES/MSCTC
  • Ensures the courses required by MCOLES/MSCTC incorporate the training objectives and hours established by MCOLES/MSCTC
  • Directly supervises academy instructors to ensure class quality, instructor qualifications and scheduling. Provide classroom observations of academy instructors
  • Serves as the lead liaison between Grand Rapids Community College, MCOLES/MSCTC, West Michigan Criminal Justice Training Consortium, West Michigan law enforcement and Corrections agencies, Michigan Community College Association Corrections committee and other appropriate committees as directed by the Dean
  • Schedules, staffs, and conducts MCOLES pre-employment physical testing and reading and writing testing to meet MCOLES/MSCTC standards for students. Gathers data and assesses results and comparative analysis to other academies, student successes and areas for improvement. Enacts improvement recommendations based on data in consultation with the Dean
  • Prepares course sequencing and schedules for the academies and provides that information to the Associate Dean to assure that course sequencing meets student needs and conforms to MCOLES/MSCTC standards
  • Hires adjunct police academy instructors
  • Establish local partnerships for the purpose of securing and identifying qualified police who can donate time to provide scenario-based training for the police academy
  • Maintains records and produces reports on instructors’ certifications to teach specific courses, where appropriate (Emergency Vehicle Operations, Firearms, etc.)
  • Responsible for all policies, practices and monitoring of high-risk programs/classes (i.e., firearms, vehicle operations, ammunition, tactical operations, etc.) to ensure programs are safe, equipment is accounted for, and policy is followed. This includes updating policies, creating standard practices and monitoring those to ensure adherence
  • Create and provide orientation for academy instructors to the rules and requirements
  • Lead work on grant and funding opportunities for the academies with the GRCC Grants office and GRCC Foundation
  • Create yearly academies plan that includes needs for equipment, space & budgeting
  • Supervises and provides leadership for instructors in the Police & Correction Academies. Provide the MCOLES/MSCTC course objectives, relevant guidelines, training aids, and information on related subjects
  • Creates, coordinates, schedules, and staff In-Service Training Programs. Offering a minimum of three short term, cost covering, offerings a year beyond the academies
  • Conducts and recruits’ members for advisory committee meetings to assure compliance of GRCC Perkins funding and MCOLES/MSCTC requirements
  • Plans and schedules year- long schedule, catalog and curriculum changes
  • Leads and contributes to the growth and development of the Programs and the College by participating in team-based committee work, program planning, and other discipline- and college-related activities
  • Annually plan and coordinate Perkins funding requests with the Dean of the School of Business & Industry
  • Adheres to and participates in college processes, policies and contractual obligations, serving on teams and interacting with other departments on campus
  • Creates and enacts recruitment plan for students to increase enrollment and the number of academies and professional development opportunities in Criminal Justice and the Policy and Correction Academy in the promotion of Program, Departmental and College activities and events
  • Creates, strengthens and leads partnerships with employers, community organizations, state and federal associations to bring resources to GRCC, strengthen placement opportunities for students and to meet training needs for the public safety sector
  • Gathers and assesses data and creates reports on academy programs, students, curriculum, staffing and other College required documents. Submits reports to accrediting agencies, Dean, Provost and Department heads
  • Oversee, lead and create policies and practices to ensure recruitment and completion of students, especially focusing on students with diverse backgrounds with a wide range of abilities so the student body reflects the communities they will serve after graduation
  • Creates and updates an academy handbook to ensure compliance with accreditation and college policies
  • Lead the updating and revision of procedures and processes for the selection of candidates for all academies
  • Facilitate student feedback groups to measure success or changes needed to the process
  • Recommend and purchase equipment for academy programs ensuring College purchasing rules are followed
  • Responsible for maintenance, inventory and reporting on academy equipment, including ‘high risk’ equipment (i.e., firearms, ammunition, vehicles)
  • Schedule, recruit and coordinate LCOPAT & EMPCO testing for students and for GRCC partnering agencies
  • Completes and submits accreditation reports on time
  • Persons in this role are identified as a Campus Security Authority (CSA). CSA's will be trained and responsible for reporting Clery Reportable Crimes to Campus Police as required by the Clery Act
  • Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position
  • Performs other related duties as assigned

JOB SPECIFICATIONS

Educational Credentials

  • Bachelor’s degree required/Master’s degree preferred
  • Graduation from a national police, correction, FBI or National Homeland security professional program
  • Instructor certifications in at least one law enforcement or corrections field (i.e. Performance driving. Blue Courage, Fire Arms)

Work Experience

  • Minimum 10 years of experience in the criminal justice field, including 5 years in law enforcement
  • A minimum of 3 years’ experience providing training or instruction in the field of criminal justice, security, corrections or incident response

Skills

  • Technical Skills: Working knowledge of MCOLES/MSCTC policy and procedures and curriculum requirements. Certification as an MCOLES or MSCTC instructor is preferred
  • Soft Skills: Soft skills encompass interpersonal and communication abilities. Demonstrate ability and skills needed to plan and lead a diverse group of individuals, and time management
  • Analytical Skills: Demonstrate initiative and problem-solving abilities and attention to detail
  • Creativity: Creativity may be a skill required for some positions. This could apply to roles in marketing, design, or content creation
  • Customer Service Skills: Demonstrate ability to collaborate with employers, community partners and public safety associations
  • Leadership and Management Skills: Experience in personnel management, supervision and demonstrate leadership and organizational skills. Demonstrate the ability to manage the budges and development

Physical Demands

  • Ability to lift equipment and furnishings to support major campus events (20-30 lbs)
  • Noise level is usually moderate, though at certain events can be loud

Working Conditions

  • Office/desk work 50% of the time; 30% in classroom, labs, and working with equipment, 20% of the time out at employer or training sites
  • Position requires the ability to stand/walk for long periods of time during major events
  • Nights and weekends required as necessary to administer programs and services
